ICT Business Case Pathway
Skopion was engaged by a leading government agency responsible for delivering the digitisation of service delivery to the State.
Working within the agency's Office of Digital Innovation (ODI) Skopion leveraged its considerable knowledge of business case development in the public sector to provide specialist business case and financial modelling services.
Across a number of weeks Skopion managed multi-lateral engagement with a range of Senior Executives (DPC / DTF and other service delivery departments), and potential external vendors to ascertain pre-feasibility costs and risks associated with the initiative.
Skopion also completed forecast budget modelling based on existing capacity, pre-feasibility forecast costings in consultation with lead agency project stakeholders and ICT architecture designers.
Skopion's expertise in translating Treasury financial management frameworks enabled it to lead project managers, navigating an efficient and effective pathway to design a business case completion plan. This also included variable scenario options analysis, compliant with the State's Cabinet Submission and Significant Initiative Evaluation guidelines.

Efficiency and Effectiveness Program Initiation
Skopion is an expert in the intiation and implementation of EEP underpinned by continuous improvement principles in organisations.
It has project managed all aspects of the execution of an organisation-wide EEP and followed this up by completing a number of service delivery reviews with that client.The reviews of front-line service delivery in local government settings have been instrumental in identifying funtional waste, maximised capital budget funding and maintained compliance with peak statutory frameworks.
Skopion also delivered to the client Executive and Elected Member body, a number of workshops and presentations outlining analytical outcomes of the service reviews, recommendations to improve service delivery and long-term plans to capitalise on the review findings.
Services reviewed within this case study were; biodiversiity conservation nursery services; street verge maintenance services; and street cleansing services.
We have also completed service delivery reform reviews for clients in corporate services areas such as financial services delivery, procurement & contract management, facilities management, vehicle leasing services and other corporate service areas.
